Each lane below lists the documents it requires, its statutory deadlines, the steps, and how a decision is reviewed. This explains how each process works in general terms; it does not tell you what to do and is not legal advice.

Québec's assistance regime for victims of a criminal offence (LAPVIC), administered by the CNESST: financial assistance, reimbursement of certain expenses, and rehabilitation services.

Deadlines

Time limit to applyA 3-year limit applies, running from when the person becomes aware of the harm suffered (or of the death). NO limit applies for domestic violence, sexual violence, or violence suffered during childhood. Confirmation by legal counsel recommended.
Time limit to request review of a decisionA review is requested using the "Application for Review" form, mailed to IVAC within 90 days of receiving the decision.

Procedure

Reporting and gathering documents — The regime generally involves reporting the event to the authorities and gathering the relevant medical documents and receipts.
Filing the application with the CNESST (IVAC) — The application for assistance is filed with the CNESST's IVAC Directorate, which assesses eligibility and the applicable assistance measures.
Support (CAVAC) — The Crime Victims Assistance Centres (CAVAC) offer free information and support throughout the process.

Review & appeals

Administrative review (CNESST) — A decision may first be the subject of a request for review by the CNESST within the applicable time limit.
Administrative Tribunal of Québec (TAQ) — The decision issued on review may be contested before the Administrative Tribunal of Québec. For a joint IVAC/CNESST decision, the contestation may be brought before either the TAT or the TAQ.

Québec's compensation regime for work accidents and occupational diseases (LATMP), administered by the CNESST: income-replacement indemnities, care, and rehabilitation.

Dispute a charge on your credit card with your issuer (bank), via Québec's distance-contract chargeback right (Consumer Protection Act) or the card-network rules (Visa, Mastercard, Amex).

Deadlines

Merchant's deadline to refund after cancellationDistance contract: the merchant must refund within 15 days of cancellation (Consumer Protection Act, art. 54.13). Measured from the date you cancelled.
Deadline to request a chargeback from the issuerIf the merchant has not refunded, you have 60 days FROM ITS DEFAULT (i.e., after the 15-day period) to request the chargeback from your issuer in writing — about 75 days after cancellation (Consumer Protection Act, art. 54.14). The issuer credits within the shorter of 90 days or 2 billing cycles.
Card-network dispute window (Visa/Mastercard/Amex)Generally ~120 days from the transaction or expected delivery date, depending on the reason. Some reasons allow longer. Confirm the window with your issuer.

Procedure

Attempt to resolve with the merchant — Except for fraud, the first step is generally to write to the merchant (keep a record) requesting correction or refund. For a distance contract, a written cancellation starts the 15-day refund clock.
Request from the issuer (bank) — Send a written request to the card issuer: a chargeback (Consumer Protection Act) for a distance contract, or a dispute under the network rules for another ground. Keep proof of sending and the date.
Processing and credit — The issuer processes the request; for a Consumer Protection Act chargeback it credits the account within the shorter of 90 days or 2 billing cycles. A provisional credit may apply during the investigation.

Review & appeals

Internal complaint to the issuer — If refused, the bank has an internal complaint-handling process; ask for a written decision and the next escalation level.
External complaints body (OBSI / ADRBO) — After the internal process, the complaint can go to the bank's external complaints body (OBSI or ADRBO). In Québec, the OPC (consumer protection) and the AMF may also be contacted.
Small Claims Division (Court of Québec) — As a last resort, a civil claim can be filed in Small Claims (subject to the monetary limit).
